What is the Parque de la Innovación de Navarra?
Navarra began its activity in the world of Science and Technology Parks in the year 2000, with the creation of the Ciudad de Innovación, conceived through the First Technological Plan (2000-2003) in which the Government of Navarra defined an area whose mission was to become an industrial policy tool aimed at fostering the socio-economic development of Navarra.
In February 2006, ORDER ECI/7396/2006 of 13 February, amending Order ECI/1385/2005, of 9 May of the Ministry of Education and Science, provided a definition of a Science and Technology Park that reinforces the concept of the Parque de la Innovación de Navarra:
- “Pursuant to this Order, a Science and Technology Park is considered to be an area comprised of one or several physical areas, which, forming a management unit, is made up of operational entities that have either set up or are in the process of setting up in such area or areas. Its basic aim is to favour the generation of technological knowledge in different areas based on the integration of scientific, technical and technological interests, as well as to promote technology transfer. It shall be preferably managed by a legal body that has a human team and a feasibility and management plan in this regard. This body is called a “developing entity”.
At that time there was a good C-T-E (Science, Technology, Enterprise) system in different physical areas situated very near and well communicated with the Pamplona Basin. In order to strengthen and increase the existing R&D&I among these area through all possible instruments, in 2005, the Agencia Navarra de Innovación y Tecnología S.A. (ANAIN) received the order to promote a first extension, involving two new physical areas and taking on the name of Parque de la Innovación de Navarra.
One of the main responsibilities of the Agencia Navarra de Innovación y Tecnología S.A. (ANAIN) and its personnel is to manage and coordinate R&D&I and the common services in order to foster the R&D&I of the entities attached to the Parque de la Innovación de Navarra. The responsibility for promoting and managing soil and infrastructures falls upon another public company, Navarra de Suelo Industrial, (NASUINSA).
The Parque de la Innovación de Navarra is based on R&D&I, sustainable development and improvement of the quality of life. It currently has FOUR physical areas, the ENERGY AND ENVIRONMENT area, the BIONANOTEC area, the BIOSANITARY area and the Technology-Based Innovative Enterprise area (EIBTs) and it has all the basic elements of an innovation agency (technological centres, universities, incubator companies, technological companies, etc) with an advanced infrastructure already in operation.
Objectives of the Parque de la Innovación de Navarra
- Generate an infrastructure that will permit the installation of technologically advanced companies and that will streamline innovation.
- Promote and favour research, development and innovation (R&D&I) via the transfer of technology, knowledge and information.
- Facilitate the transfer of knowledge and technology from Universities and research centres as well as the coordination of enterprises and institutions, promoting knowledge, innovation, creativity, new ideas, generating spin-offs with entrepreneurial vocation and developing the production fabric.
- With the collaboration of other agents, act as developers and as an incentive for technology-related companies.
- Contribute, together with other agents, to creating technology-based innovative enterprises and to their competitiveness.
The following strategic lines have been defined in agreement with the objectives of the Parque de la Innovación de Navarra,:
- Strategic Line 1: Foster technology transfer facilitating the relationship between Research Groups, Centres and Institutes set up in the Parque de la Innovación de Navarra, the Business World, other support institutions and public or private organisations.
- Strategic Line 2: Boost Competitive and Technology Watch.
- Strategic Line 3: Promote the participation of the Parque de la Innovación de Navarra (through the CTE System agents set up therein) in R&D&I cooperation projects both in the national territory and in Europe.
- Strategic Line 4: Give support to the enterprises’ training needs.
- Strategic Line 5: Promote and communicate the activities of the Parque de la Innovación de Navarra: Marketing actions, disseminating the image of Navarra as an innovative community with a high level of well-being.
- Strategic Line 6: Develop the scientific and technical services as well as other common services that are necessary and useful for users of the Parque de la Innovación de Navarra.
- Strategic Line 7: Provide advice and manage research, technological development and innovation.

Who make up the Parque de la Innovación de Navarra?
Following these criteria, we can divide the companies that make up the Parque de la Innovación de Navarra into four large groups:
- Intensive R&D companies or institutions: R&D Department of large companies. Innovative small and medium enterprises that could carry out their business activities in the Parque de la Innovación de Navarra, providing they include R&D. Joint R&D activities, carried out by several companies within a subsectorial Research Association or other type of organisation.
- Recently created and generated Spin-off companies, in some cases by University graduates and professors, which might be located within an entrepreneurial incubator or nursery.
- Large, leading R&D companies, whose example could act as an incentive for other investments, providing they are willing to locate a significant part of their innovative activities in the Parque de la Innovación de Navarra.
- Companies or institutions that provide entrepreneurial services to clients both inside and outside the Parque de la Innovación de Navarra in two fields:
- Technical services: related to quality control, industrial design, official approval, technology transfer, creation of technology-based enterprises, patents, etc.
Other services related to entrepreneurial innovation, not necessarily in technological fields, such as advisory and consultancy services in R&D&I, Venture Capital, Seed Capital, Financial Engineering, Legal Consultations, New technologies.
How to join?
The criteria that each company or organisation must comply with to set up and join the Parque de la Innovación de Navarra determine the need for the requesting entity to prove its participation in public R&D&I programmes or develop a regular R&D&I activity at the facilities it wishes to set up in the Parque de la Innovación de Navarra, so that it will have the appropriate premises, material means and research personnel or personnel engaged exclusively in innovation, linked to it.
The institutions that can set up and/or join the Parque de la Innovación de Navarra are classified into the following categories:
- Public and private universities. Research units of the centres attached to them and/or their research results transfer offices may join the Parque de la Innovación de Navarra.
- Public and private research organisations and Technological centres with own legal personality.
- R&D&I programme management organisations with public funding.
- Non-profit making institutions, with own legal personality, which have important and relevant contents for the scientific-technical community, placing them at its disposal.
- Entities with own legal personality that develop a trading activity, whenever their facilities located in the Parque de la Innovación de Navarra include the development of R&D&I activities or directly support them.
- Other non-profit making institutions with own legal personality that participate in projects of the Technological Plan of Navarra or equivalent in a national or international field.
The Parque de la Innovación de Navarra offers member entities the following services, activities and actions:
- Information services: Activities aimed at keeping the entities up to date with respect to scientific, technological and economic-financial news, information, working days, training courses and events.
- Support services: Aimed at improving the entities’ competitiveness, providing as much information as possible about tools and agents that can offer technical and technological advice.
- Facilitate the promotion of technology transfer, both among entities of the Parque de la Innovación de Navarra and with external institutions.
- Support to entities to facilitate their participation in R&D&I Programmes and Projects on a national and European level.
- Organise sectorial and intersectorial activities on request of the entities.
- Negotiate special aid for the Parque de la Innovación de Navarra, when required by official announcements.
- Promote Innovation: Activities aimed at raising awareness and promoting a pro-active and improvement attitude, with innovation as a channel to achieve competitive improvement and consequently, a quality future.
- Promote the Parque de la Innovación de Navarra and its entities, externally disseminating its image via different communication channels.
- Organise meetings among the entities and other technological agents and the administration to foster the increase of R&D&I of the Parque de la Innovación de Navarra as a whole.
- Search for members (especially on an international level) to jointly participate in projects.
- Organise Days and Seminars of interest for member entities.
- Organise specialised courses on request of the member entities or on the initiative of ANAIN, as the corporation that develops and manages the Parque de la Innovación de Navarra, in topics of general or specific interest.
